It's a priest spell that reduces cast time.
As taken from the iRO offical site:
Requires Impositio Manus lvl 2, and is mastered at lvl 3.
Reduces the casting delay of one skill cast.
Can not be used on the caster. Steadily consumes 8 SP regardless of the skill level.
lvl Casting Time Decrement Time Limit
1 -15% 30sec
2 -30% 20sec
3 -45% 10sec
