Problems with Oulan

well so far this is the 1st board I've checked where the last post is sometimes recent so I'll ask here.

I have followed guides on the internet and everywhere I look says that after the 2 rivers part go back to Kuskus with all women party except hero, and talk to old lady then walk over bridge and thugs stop you.

I cant get this to happen, I have tried different parties and I have tried leaving town and re-entering the city but that doesn't work. I 1st tried it right after getting the old lady from lake west to join then going back, the lady in Kuskus says the "nasty scoundrels" line at that point but no scoundrels stop me. I then completed the rest of the two rivers tried again, nothing. I proceeded to get sid and gengen's little friend then that kid from the forest village that is impressed when the hero shows off. I got shilo too then went back before I go over to the greenhill- muse boarder. the Women still says they have been showing up but cant get them to show up.
My party now is Hero, Tuta, Eilie, Millie, Rina, Yoshiino. I have tried others and I have tried different row positions and still nothing. I have talked to all the people in town also.

Does anyone know what I'm missing. I thought the 1st time I had spent to much time leveling and maybe there was a time limit on her so I replayed from the begining and used the pushing boarder gate cheat on the 1st trip to muse and went through to get Futch & Humphrey to power level my guys quickly then went on with the game. I am at this point before going to the muse green hill boarder in 7 hours 4 minutes at last save. Please help.

Hi Gyan. First off, Tuta's not a girl, so bring someone else. Second, I'm not sure when, but you can only get Oulan at a certain part in the game. I thinks it's after you defeat Luca. You can try it and see how it goes.

You can get Oulan before fighting Luca...

Oulan is the bodyguard woman who joins your entourage after Hero + all female group take out a gang harrassing women in Kuskus.
